Masterplanning a new township that earns its place in Phnom Penh's future

Paradise City is a 150-hectare township development on the outskirts of Phnom Penh. When Grand Star Platinum commissioned the masterplanning scope, the ambition was clear: to create a fully integrated urban district that could serve as a model for Cambodia's rapid urbanisation.

The masterplan organises residential, commercial, civic, and recreational uses across a connected framework of streets, parks, and public spaces. The design draws on principles of walkability, climate responsiveness, and incremental development — ensuring the township can grow without losing coherence.

The challenge of masterplanning in emerging markets is bridging the gap between vision and delivery. The plan was structured to accommodate phased construction, flexible land parcels, and a range of housing typologies to serve a broad demographic base.

Paradise City is now under development. When complete, it will offer Phnom Penh a new kind of urban district — one planned with the rigour and foresight that growing cities deserve.
